Maryland Human Services Secretary Faces DUI Charges

Maryland’s Department of Human Services Secretary Rafael López, also known as Ralph Lopez in court documents, has entered a not guilty plea to charges stemming from a January DUI incident. On January 18, a Washington, D.C., police officer stopped López after noticing erratic driving behavior, including blocking a crosswalk and failing to move promptly at a green light.

During the traffic stop, the officer noted López displayed “red, watery eyes” and an odor of alcohol. Initially, López claimed to have consumed two drinks but later changed his statement to just one. A preliminary breath test indicated a blood alcohol concentration of .097, exceeding D.C.’s legal limit of .08.

Despite showing signs of impairment, López was not subjected to specific field sobriety tests due to his footwear—a walking boot related to a broken foot. His next court appearance is set for August 13.

López, previously a federal official under Presidents Biden and Obama, oversees Maryland’s Department of Human Services, which administers critical programs like SNAP benefits and child protective services. Following the charges, he took administrative leave, acknowledging his responsibility through a statement released by the department. He expressed gratitude for the support he received from family and colleagues upon returning to work on April 15.

Governor Wes Moore, who appointed López, described the situation as a personnel matter during a media briefing, emphasizing López’s accountability regarding the incident.

As the legal proceedings unfold, the Maryland community watches closely, awaiting further developments in this high-profile case.
