Trump Has Yet to Reveal Donors Behind His Presidential Transition Effort, Despite Promising Transparency

The Trump administration has not publicly disclosed funding details for its transition efforts following the 2024 election, despite a previous promise to do so. This situation differs from past administrations, which have typically disclosed donor information shortly after taking office. The Trump team opted out of federal funding for the transition, which exempted them from legal requirements for donor disclosure and limits—specifically, a $5,000 cap on private donations. According to the Presidential Transition Act of 1963, if a transition accepts public funds, it must adhere to strict guidelines regarding funding disclosures and limits.

In a November statement, the transition team asserted that donors would eventually be disclosed but has not provided a timeline or any information to the press. Karoline Leavitt, then press secretary, was responsible for communicating on these matters. The Act allows for significant federal support for transitions, covering expenses like office space and staffing, while also permitting private donations when public funds are not accepted.

The decision by Trump’s team to forgo public funding raised concerns about transparency in presidential transitions. Experts have questioned whether current laws need revision to ensure greater accountability by mandating disclosures irrespective of funding sources. Valerie Smith Boyd, a former director at the Center for Presidential Transition, emphasized that the requirements assume candidates will utilize government services before taking office, suggesting that the existing framework may be outdated.

During Trump’s first-term transition, he accepted public funding and reported raising $6.5 million with detailed contributions. In that instance, disclosed funds were categorized, revealing spending areas like payroll and travel, stressing a contrast with the current lack of transparency regarding the latest transition funding.
